I believe you'll find that the Document Settings library includes your
choices of *character* for any symbol, but the choice of *font* is saved
only to a Default Fonts library.

That's nice in theory, but in my experience I have found that every time
I'm in a situation like that, there are several other document options that
I *don't* want to change. Eg, in one file I make adjustments to the line
thicknesses which I'd like to apply to other files, but I don't want to
also change my tie options, piano bracket shape, and the default distance
to the left of the first note in a bar.

I've used plenty of document settings libraries over the years, but I have
NEVER used one for a transfer like you describe where I didn't have to go
back and restore certain settings to how they were originally. It's always
a matter of counting up how many settings you want to copy and how many you
want to leave alone, and figuring out which way would result in the least
amount of time going back into the various menus to fix them.

Another problem is that if you aren't the sort of user who will pay
attention to what values are entered in every document setting (for better
or worse, I *am* that sort of user, but I'm sure most others aren't...),
then using a Document Settings library opens the door to unintended
consequences. Today you might think, "Hey, the ties look really nice on
this file; I think I'll copy those settings into my own template". But two
months from now you'll be scratching your head wondering the flags on the
32nd notes look funny, or why there's too much space after the time
signature.

The problem is that using the Document Settings library is an all or
nothing affair, and there's a huge collection of values included (not all
of which Options-> Document Settings submenu). What we need is the ability
to overwrite only those settings we ask for, while leaving all the others
alone.
