God, no.  I hate to be the bearer of bad news, but I suspect this 
person didn't know what they were doing.  Entering chords as lyrics is 
simply idiotic.  There are nothing but disadvantages to this approach.  
The only possible explanation is that the person didn't know how to 
adjust chord baselines.

I can think of a few cases where this might be potentially useful, but 
given that this person entered chord symbols with the lyrics tool, I 
suspect they just didn't realize that there *was* a stretchable 
arpeggio articulation.
