On PC, CTL-click is the default Windows behavior to select discontinuous
items -- but Finale doesn't implement it, especially for the mass mover
tool (or whatever it's called these days). When composing, I've often
wanted to select discontinuous measures or staves to apply actions to, but
nary a chance.

If I wanted to do what you need, I would make a copy, delete the
intervening staves I didn't want, drag and resort the staves I did want (if
that's needed), and SHIFT-click to the left of any staves I'm interested in
collapsing. Not fun.
