What you CAN do is simply create whole rests as an expression (or as an articulation) and then place them yourself. These have several advantages over the default whole rests in your situation: 1) they can be placed manually so you can adjust them up or down to avoid the other notation; 2) they have no impact on playback; 3) they have no(or minimal) impact on music spacing.
