If I understand what you are saying, then my solution is that you not use
pedal markings to control midi data.  Let markings only be visual, and use
the MIDI tool to control panning and pedaling and other MIDI information.
With the MIDI tool, you can select regions containing multiple staves and
assign the data very easily.

Some of the expensive modules are nice, but it sounds like you would rather
be in control of what gets panned, and when.
