If I recall correctly (and I frequently don't) the default used to be the current measure only, but the default for this and other changes such as the time signature and key signature tools have changed to be from current measure to end of to next [clef/time/key] change. So after a few times of being burned in this regard (thank goodness for the UNDO arrow on the toolbar!) I have finally learned to check those before clicking OK.
