No, that behavior hasn't changed. Perhaps I mis-represented things. Mid-measure clefs remain in effect until you place another clef change. I had meant to say the clef-tool changes, but the ability to select measures only works when you are using the clef-tool to place a clef change at the start of a measure. But that was what I thought the original complaint had been about.

Mid-measure clef-changes require manual placement of another clef change to return to the original clef.

You just need to pay attention to the measure number boxes in the
mid-measure clef dialog -- it is quite possible to set it to be for only
the current measure.
