I believe the answer is this:

1) MM will provide a maintenance release that will allow you to transfer the license from old computer to new computer with absolutely no contact with MM, internet or otherwise.

2) If anything should go wrong with this procedure, you could still license the new computer with a simple internet registration session using the "second copy" provision. If you have already used up your second copy, you can contact MM to have them reset their data base of registered machines to erase the knowledge of that old machine, then proceed with a regular internet-based registration of the new machine.

That's how I understand all of this anyway.
