I just checked and my repeat tool only allows a preset number of repetitions.
What am I missing?

If you set the repeat tool to "loop indefinitely," it will go into an infinite loop when you try to play it. The result is you can never play it. In fact you have to abort the program to stop it, possibly losing recent changes.
This bug has been around since I can ever remember. Why don't they FIX it?
