Looks like the consensus solution for this particular situation is: first system, show the viola and (empty) cello staves, omit all other strings. Subsequent systems -- show only the violas (since they are the only strings playing), then add the cellos for their entrance at the very end of the movement. No need to show blank cello staves for the entire movement.
