Are you using the default Luna skin in WinXP (the one that is a 
really cheap knockoff of Mac OS X's Aqua gummi buttons look, but in 
really ugly colors)? If so, I'd suggest you try going to the Classic 
skin and see if that changes things. I've seen lots of delays in 
mouse click operations that completely vanish when using the Classic 
UI.

There are two places to change this, if I'm remembering correctly. 
One is in the TaskBar settings, and one is in the CONTROL PANEL 
Display Properties tool under APPEARANCE. The TaskBar settings really 
only control how the start menu works, but I despise the WinXP start 
menu layout, so I consider it part of reverting to the Classic UI. I 
don't know that the newer layout has any effect on mouse click 
reponsivenexs, though.
