In the View menu, choose "Show Active Layer Only." Then you can create 2 new staves, choose Layer 1, and copy the Soprano and Tenor parts to the new staves (just use the regular Copy and Replace Entries commands). Then create 2 more new staves, switch to Layer 2, and copy Alto and Bass to them. Now go to File > Extract Parts, and extract the four new staves into new files.
