Tempo Tool changes (when HP is OFF) _are_ saved to MIDI files if a
'Play Tempo Tool Changes' expression is put in the score, as Richard
mentioned.

Thanks for the hint.

Why does Finale play back the tempo changes without such an expression?

I've been using Finale playback to create MIDI files for over 8 years and this is one that I never figured out.

In short, why is this implemented in such a phenomenally stupid manner?

I wonder if it is because tempo can be handled in two ways for midi files and midi file playback. One way, the way that I would have thought anything in Finale would have worked, is that the tempo data is embedded in the midi file and will always work the same way.

The other way is to change the tempo at playback time by the device the midi file is played on. That data is changeable in real time and doesn't permanently affect the file itself, just that particular instance of playback. Many midi playback devices and applications have a tempo setting you can adjust on the fly and not change the file on disk.

For a notation program, I would have thought that any tempos we altered either by expressions or by the tempo tool would be permanently embedded in the file, but apparently Finale's programmers thought the tempo tool entries should only work in Finale in the manner that the real-time tempo adjustment in a sequencer works.

I am glad to have learned that it is possible to create an expression to put the tempo tool data into the actual midi file!
