A guess: "Save to MIDI" uses hard-coded default settings for what's stored and not stored. Playback in Finale uses the settings in the Playback Options dialog box. (This is also includes Key Velocities, Note Durations and Continous Data) AFAIK, the problem is the reverse as well: For example, you can't save a MIDI file _without_ the recorded key velocities even if the Playback Options says that key velocities should not play back. As I see it, what could "solve" it all would be a future(?) Program Option such as: "Use Playback Options when saving MIDI files". Send in those feature requests!
