I use 2.25 EVPU, but I don't know whether this is the Finale default or whether I picked it up from somewhere else.

If you're using a recent version of Finale, where Document Options has a big dialog box, there's a dropdown list at the bottom of the dialog where you can choose what units are used for measurements in that dialog. That dropdown affects the Document Options dialog only.
