[Finale] Forcing clef to display

I want to display a clef on a particular measure, which is not the first in 
the staff. I can't find anything in the documentation about forcing a 
display without a previous clef change. There's a reference in an old post 
about 2001 allowing a clef to be displayed on each measure, but no details.

If any one has a solution, I'd appreciate it! I've tried creating a staff 
style, but that didn't work. I could create a mid-measure clef, but 
couldn't get it to appear before the key signature, which I was easily able 
to display. I've tried changing the clef on the invisible measure before 
the one in question, but the clef displays AFTER the key signature -- go 
figure.
