Okay, I *think* the way it's supposed to work in Fin2004 and Fin2005 is that the Page Setup options default to the Page Setup options in your OS X System Preferences.

But is it possible for Finale to *not* do this? One big problem with this method is that the "Default paper size in Page Setup" popup doesn't list custom paper sizes -- so you can't select "9x12" or "9.5x12.5" as your default paper size in OS X's System Prefs. If your parts are always this size, it must be specified in each part's Page Setup dialog individually. Needless to say, that's a massive PITA. If Finale could override this behavior and have each part inherit the Page Setup dialog options of the parent score -- or, even better, figure out a way for the default paper size in Page Setup to match the page size selected in Finale's Page Format options -- that would make printing a whole lot less time-consuming.
