They don't have the legal ability to copy copyrighted works anymore than you or I do. Perhaps if you find the publisher and can't purchase it through them, you can at least either buy or get for free a printed permission to copy a set if you can find one and then you could present that to the LOC to make copies of their stored copy (if they can find it.)
