Use layer 1 and layer 2. If the quarter note is higher in pitch than the eighths, put it in layer 1 with the eighths in layer 2; reverse this if the eighths are higher in pitch. Finale will automatically make the stems go up on the layer 1 notes and stems down on the layer 2 notes.
