Let me try to explain otherwise. I have the feeling that Finale measures the length of the slur _horizontally_, without taking into account the vertical distance between the notes. So that the slur is less curved if the notes are an octave apart than if they are a second apart, because the slur is actually longer, but with the same curve. Either that, or it's an optical illusion.
