I hate it, but it is not that uncommon, but limited to the chart which
doesn't have clef and key sig except the very beginning.  Some will have
key sig as supposed to be but no clef.  In such chart, people often draw
double bar at the beginning of the section.

I found the lazy notation style differs between regions.  I found East
Cast and West Coast are very different besides Nashville.
