You can set Layer 4 to be always stems down, Layer 3 to be always stems up, and leave layers 1 and 2 as their defaults (Layer 1 will go all-stems-up only when there are notes in another layer, and layer 2 likewise for stems down). When you create your drum part, don't use a layer that will end up with the stems in the wrong direction. If you have already created the drum part, you can use Mass Edit menu>Change Layers to move things between layers simultaneously.
I can't imagine 4 layers not being enough. How many limbs do your drummers have? None of mine have more than four. Are you putting all stems-up parts in the same layer, and all stems-down parts in the same layer? This could help.
