For page titles that are no longer visible due to a reduction in the number of pages in the document, the easiest way to retrieve them is Add Blank Pages (at end). This option is available from the Page Layout menu. After you've retrieved the the text blocks, you can use Delete Blank Pages to remove the extra pages you added.
Finale's Mass Edit (Mass Mover) can copy meas-attached text blocks from one staff to another within a file. It cannot copy them from one file to another, however (at least as of Fin03). My Mass Copy plugin can copy meas-attached text blocks both within and between files. In ways too numerous to elaborate upon, it is far more flexible than Finale's Mass Edit function.
Right now there is no very good way to transfer page titles from one document to another. The best option out there is the TGTools Transfer function, but it is essentially an all-or-nothing proposition. I would like to see the ability to select the titles to transfer based on which pages they appear on, and to modify any transferred so that they are not invisible. At some point I expect either Tobias or I will get around to it.
In the meantime, I would not be surprised if FinaleScript can help, but I've never worked with it.
