Tie Mover can adjust your tie ends up/down, as well as extending them so that they aren't so squashed. However, it will not move the notes. There are countless permutations of settings in Finale that can address the problem. You could increase the space from the start of music. I believe Fin05 has additional options along these lines from previous versions. You can also twiddle the tie options, which I recommend as a first step. Johannes Gebauer has a website showing his settings that are quite nice. (A google search will turn it up if he doesn't let us know himself.)
