There may well even be some freeware text editors aimed at HTML which will highlight html tags to ensure that you enter the closing tags and can help you in other ways, without the need for using a web-page design program.
I use SoftPress "Freeway" under Panther. It costs around $99 USD (which may or may not be considered "cheap").
