Possibly a staff style on the first measure- or a hidden note, or is it a pick-up?

But today I've got a piece which is voice + piano + cello, and I want a cello part on a separate page. It's a short and simple piece, so instead of bothering with real part extraction, I just made a duplicate of the complete files, stripped out all the staves I don't want, and then tidied up the layout. Everything is fine except that when I try to make a multi-measure rest out of the first 13 measures, Finale insists on making only a 12-measure rest, leaving the first measure standing by itself. All my other multi-measure rests work fine. It looks like for some reason it refuses to include that first measure, but I can't figure out why.
