I missed the beginning of this thread (so apologies if this isn't germane to
the discussion), but if you're using the measure tool to do rehearsal
letters:

Ctrl-Click on windows makes a measure number appear on the current staff.
Ctrl-sh click makes a measure number appear in all staves. The only thing
that overrides this is staff attributes. Make sure that display of measure
numbers isn't turned off in staff attributes for the staff you're trying to
put measures numbers in on
