When this happens I option-click the measure and it never fails to work.
Windows doesn't have an option key. And I've tried all the shift keys� when this problem occurs, and nothing works but copying the offending� measure to a new measure (without copying clefs, an instance where� the default is actually *helpful*), and then re-applying the clef� changes, then deleting the original measure.
Even if there were an easy workaround, it's still a bug.
I find that clicking on the previous measure and choosing "through end of piece" clears all the blockages and allows you to start again. I guess that it clears out the 'bugs'.
Anyway, I've never had a problem with copying clef changes in drag and drop, it all seems to work fine, including copying across clefs or not as the case may be with the mass mover selections.
