I've been thinking about this, and if I were to approach it, I'd start with this approach using the meter / time signature tool. What I'd first do is to determine what length for the shorter note value (for the sake of discussion, assume you want sixteenth notes), and change the meter signature to 1 / 16, applying it to the whole piece, and selecting the option to rebar music. Then I would go through, and change all of the second and later sixteenth notes to rests for the piece, and then change the meter signature back to what it was originally, again with the option to rebar music selected, and delete the extra measures that have been created through the process.
