If a stave is reduced using the resize tool, whether as an individual staff, or as part of the system, everything attached to the staff is reduced by the same size, including the text in measure attached text blocks, and in text expressions. The work around I use for this is to calculate the final size I want the type to appear, and divide by the percentage reduction, and use the quotient as the size of the text. So suppose your system reduction is set to 66 percent; if you want a final point size of 12, divide 12 by .66, to obtain 18; if you want a final point size of 8, divide 8 by .66, for 12. I'm not sure I agree with the person who suggested that default staff reduction is 85 percent; I am inclined to think that default staff reduction is 100 percent (no reduction), and default page reduction is 85 percent (though this is a value which can be changed in View > document settings > page layout for score.

Keep in mind that page reduction affects everything on the page; if you have this set for 85 percent, everything on the page, page assigned and measure assigned text blocks, will be reduced to 85 percent. If you additionally have a system defined with other than 100 percent sizing, the size is applied to the 85 percent size. Thus, if your page reduction is 85 percent, and your staff reduction is 66, and you follow the procedure I outline above, (divide 12 by .66) and measure the size of the text block with a typographers scale, the actual resulting point size will be about ten: caluclated as 2/3 of 18 points reduced to 85 percent..
