The LAME software with the LAMEBatch GUI. I've used it for quite a while (since I purchased the Fraunhofer MP3 codec). The GUI has the full option set for mp3s, including an ID3 editor. (And if you by any chance have Adobe Audition, it can save in mp3 format and includes the codec.)
