OK, got it, thanks. it's in Options>Document Settings>Music Spacing Options. Lots of other interesting settings to explore here, too.

Well, in Finale 2K3, it's in Document Options -> Music Spacing, but
in earlier versions, I can't say. I just looked at Finale 97 and
can't find it anywhere.

Wow, but what an advance Finale 2K3 was over Finale 97! I'd forgotten
about how hard document options were to manage before the creation of
the omnibus dialog box for editing them! I don't remember when that
happened, though, so you may or may not have it in your version.

I did note that in 97 that there was a setting for multi-measure rest
width, so there must be a setting for minimum measure width in there
somewhere -- I just couldn't find it.
