This is actually a pretty old issue in Finale (if it's the problem I
think it is). Tempo Tool changes, or tempo changes made in the
Playback Controls, do not have any effect in MIDI export. This may be
affecting the Save As Audio File also.

The way to get around it is to create an expression with playback
defined to set the tempo at your desired value. At least, that used to
do it for the MIDI export problem. Let me know if it works for this
too.
