Hi Norm, Keith Helgesen's suggestion is a good one and also works on the mac, and the staff style of "blank notation" can be assigned to any or all layers as well as partial measures. I don't think the "Check Region for Durations" plugin does quite what you're looking for (in fact, you probably don't even have that plugin in 2001). I'm not sure about anything else of a global nature.
It's difficult to give you specific advice without seeing your score and how you've organized it. I will say that most of the time, for me, it's easier to use voice two instead of other layers, especially for passages of less than one measure in length. In voice two you stay in the current layer and there is no need to fill the measure with rests unless you want to. I guess I've gotten used to keeping everything in layer one as much as possible.
