If you're using Speedy Entry, the way to do it is: opt-3, then enter your first note as an 8th note, then change it to a quarter, then enter your final 8th note. It lets me put an 8th note followed by an 8th rest and an 8th note - but it won't let me make the first note a quarter note... Any clues?!
You should be able to delete the 8th rest, then change the first note to a quarter.
