why not move the first before the repeat sign with the note mover tool

There might be a newer way to do this in 2006, but the old way (Fin
2005, which I have) to accomplish this is to make the first bar into 2
bars, each one a 1/4 bar, and then either set the time signature to
Display As 2/4 (or 4/8, or whatever it is supposed to be), or set it
in Measure Options to Always Hide in both bars. Then you will be able
to create a repeat attached to the beginning of the measure.
