Yes, well, given that a "baton" is a stick, presumably with the
capability of knocking something down (if only a beat), and given the
damage and havoc wrought in New Orleans, I'm not sure that the headline
is that far off the mark.
As to havoc, I've always used "wrought" with that, too.
