That matches my interpretation as well. I agree that it would be nice
for Finale to implement this. I understand that the idea of time
existing outside of a measure element goes against its data structure,
but they could still invent some sort of tag-on to accommodate it.
Lacking that, a plug-in could be devised that would automate one of the
procedures outlined in this thread.

Using any sequencer program it would be quite simple to adjust the note
lengths each side of the fermata and slow down the tempo to create the
pause, but in Finale you would need to edit the MIDI and add a rest *without
affecting the notation*, which does sound very kludgy and prone to problems.
I think if correct playback was important, I'd prefer to use a sequencer and
create a separate .MID playback file. If absolutely necessary, I could open
this MIDI file again in Finale and (hopefully!) let the quantising settings
hide the timeslot. It would still play back properly as long as the
Playback Options are set correctly.
