No, it's not standard practice, at least not as you state it. 

It *is* the case that one avoids rests that would be confusing or 
that would contradict the underlying meter, but in this case, there 
is no alternative that is not *more* confusing than the dotted rest. 
Thus, there is absolutely no reason to think there is anything at all 
wrong with the dotted rest.

When a dotted rest is clearly the best solution (as it is here), then 
there is no reason to be wary of using it.
