I didn't see anybody mention this, but then I didn't read every word of
every response (I've been away for the past 5 days):
EPS are postscript graphics -- they'll print fine on postscript printers
but on non-postscript printers they'll only print as the embedded
screen-resolution TIFF graphic.
I thought your problems were all among people printing your Word files
on PS printers, or I would have suggested this as the reason for the
discrepancy before.
PDFs are designed to print fine on all printers, which is why using
Adobe Distiller to create a PDF file worked.
Sorry if this just regurgitates somebody else's response.

Hi all,
Apparently, this EPS issue is an MS Word problem, not Finale, or the
OS, or EPS in general. A friend here processed the file in Adobe
Distiller, and the resulting pdf looks fine. People with PS printers
were able to print from Word without a problem, but others got
rasterized graphics. This method seems to work for showing rough
drafts. Whoever does the layout later in the process will surely use a
page layout application that will handle the graphics correctly.
Thanks for all the input.
