Always, and set the clef size to 100% (or other desired percentage).
Check 'Place clef after barline' if you don't want it to show up

Thanks Aaron and Chuck. I tried this, but - sorry for not having
specified this in my first message - I also need the time signature, and
the clef is positioned AFTER the time signature (which doesn't seem to
make sense). Is there any way to get it before?

Create it as an expression, and then you can place it as you wish but
you'll have to mess around with spacing.
At the risk of sounding nosey, why do you want to have the clef shown,
along with the time signature?
The reason I'm asking is that if you're really just wanting to begin a
new section of music, you can do what you want in page layout by having
one system/line be short and move that line's right end way over to the
left. Then move the next system/line up and move the left edge over so
it will print beginning to the right of where the preceding line ends.
I believe there is a switch or two which you need to uncheck, something
like "avoid system collisions" or "avoid margin collisions" or some such
thing.
I've never done this but I do remember from years past people suggesting
this as a great way to begin a coda.
Perhaps others will chime in with the proper switches to turn off.
However, if this isn't going to give you the effect you want, then I'm
at a loss other than having you place your clef as an expression, and
quite possible having to place your time signature as a graphic also.
