Must be a difference between Mac and Win. However, on Mac Shift-Apostrophe changes voices, not layers, and I am wondering whether you mixed the two up. If not this is actually quite a major difference in functionality, as far as I can see, as there are four layers, which on the Mac you can change up and down with shift-arrow, while there are only two voices and only one key combination to change between them.
