If you have only the GPO Finale edition, the file is called just "gpoinstrument.txt", not "gpofullinstrument.txt".

I strongly advise against ever using the setup wizard or any of the other wizards. Doing all these things "manually" takes very little time, assures that the score will be exactly as you want it, and avoids precisely these kinds of unnecessary snafus.
