Both. Because the "missing" "Gastein symphony" is really the Gt. C, then it follows that this sym. was written before the Unfinished.

And BTW, there really is a 7th sym., in E major. Schubert never finished the orchestration, is all. Several people, starting w. Weingartner, have offered completions of it, and it has even been recorded a few times. IMO it's a very fine symphony and should be much more widely known.
