Without changing fonts? On my Mac, opt-4 gives the cents sign, which is pretty close. Here is one between quotes that you can copy if you need to "ยข"

This doesn't look much like a time signature, any more than a lower-case b looks like a flat. However, if you want to avoid entering a Maestro character, which messes up the line spacing with its too-high height, try the Bach musicological font, which should be easy to find, and is free. It looks like a time signature. You can also find sharps, flats, and naturals that match Times or Palatino in size and general look.

The character on a Mac is typed as opt-4, same as the cents sign, but it is almost certainly an alt-number on PC. Maybe a Windows user can help.
