Old cars do not have to meet current emission standards.
That may well be true if they qualify for antique plates, or it may
vary by state. We have a required state inspection in Virginia that
includes emissions testing. But it was my understanding that that's
why VW shut down their last production line in Mexico--or was it
Brazil?
