I guess, if all programs had MDI, so you could click on a file and the already open program launched a new window, it would not be a problem.

I would be surprised to find out that all Unix programs do this.

In Windows, a program that is not MDI, often launches a new invocation of the program to deal with the new file request.

I will admit that these are older programs, but, of course, Mac deals with older programs by not running them.

I have 2 or 3 DOS programs that I run regularly. They were probably written 10-15 years ago.
