Document Options>Tuplets>Always Use Specified Shape. This will force brackets always, in all cases, by default on new tuplets. This will not affect previously-entered tuplets.

If you need to change a whole bunch of previously-entered tuplets, use Mass Edit>Change>Tuplets. You will find the options you need in the dialogue box.

The one you probably want, though, is Never Bracket Beamed Notes on Beam Side, which will force the bracket only when you have to flip the number to the notehead side. You can flip the number in the Tuplet Tool by selecting the handle then hitting F (for Flip.)
