Yes, I've ran it on a PC box, in a VM machine.
Trust me, it's not a question of if, but when Apple will offically sell copies of OS X for PC.

I've seen a DVD that purports to install Tiger on a Win machine. It was
downloaded from some use group, as I understand. I have not tried to
load it myself. This is a hacked version of OSX, and it is probably
illegal, but it is definitely out there.
