Yes, keep everything uniform in each system. Yes, you CAN do this, just use the lyric baselines to adjust this, as you would for lyrics.

If you are unfamiliar with the lyric baseline adjustment triangles, they appear in the left margin when you are typing in lyrics.

The left-most arrow adjusts the baseline for all staves, all systems.
The second arrow affects only this staff, but for the entire piece (good for alto voice parts, where they are often colliding with lyrics below the staff.) The third arrow affect only this staff, for only this system. I suggest you use this one, so you can keep an even baseline for the entire system, but from system to system you can make adjustments to allow for the odd downstem. The fourth arrow affects the NEXT syllable you type, which makes it all but useless. I never touch it.
